WITH reference to my telegram of the 12th instant, I have the honour to request your Excellency to inform your Ministers that the instructions are being drawn up by His Majesty's Government for the guidance of the British Commissioners, and that the copy for Mr. Mackenzie King will be sent to Shanghae to await his arrival there.

2. I have to add that the names of the British Representatives are :----

The Right Honourable Sir C. Clementi Smith, G.C.M.G.

Sir A. Hosie (Acting Commercial Attaché at His Majesty's Legation, Peking).

Mr. W. L. Mackenzie King, C.M.G.
